Governance
Board of Directors:
- Foster Monson (President)- Regina - Foster is a Chartered Arbitrator and Chartered Mediator. His practice is located in Regina, but is national in scope. He has been actively involved in business in Saskatchewan for 30 years. Foster has a Bachelor of Arts degree from the University of Saskatchewan, a Post Diploma in Dispute Resolution from Saskatchewan Institute of Applied Science and Technology and a Diploma from Banff School of Advanced Management. He is on the Board of Directors and is a volunteer to a number of professional organizations dedicated to alternative conflict resolution and is a volunteer and director on many local and national charitable organizations. He is a member of the Masonic and WA WA Shrine fraternal organizations in Saskatchewan. Foster has 32 years of continuous sobriety and is a former President and Director of the Eureka Fellowship Society, an organization devoted to assisting individuals and families affected by the disease of alcoholism. He is a member of SACDW (Saskatchewan Association of Chemical Dependency Workers) and CACCF (Canadian Addiction Counselors Certification Federation), and is the Vice President and Executive Director of Regina Recovery Homes Inc., a non profit organization, which operates Regina Detox Centre, Recovery Manor and Pine Lodge Treatment Centre. Foster is married and is a father and grandfather. He has been on the Board of Directors of SABAS for two years and is presently the President.
- Joseph "Joe" Penkala - Saskatoon - Joe Penkala is a retired Chief of Police for the City of Saskatoon. He is a graduate of the Canadian Police College in Ottawa, the University of Saskatchewan in Business administration and numerous technical training in policing, human resources and media/communications and labour relations. Joe, throughout his career and retirement, has been involved with coaching minor ball and hockey. He is a Rotarian, A Paul Harris fellow and a Fourth Degree Knights of Columbus. He has been recognized for his dedication to his career and community and awarded the National Police Exemplary Service Medal, The City of Saskatoon Merit Certificate, the President's Commendation from the Canadian Psychiatric Association, Corps of Commissionaires 20-year Service Medal and the National Board Commissionaire Distinguished Service Medal. He spent 14 years involved with addictions as a Director and Chairperson on the Board of Larson Intervention House Inc. in Sasaktoon, a non-profit addiction residential rehabilitation provider. Joe is married, a father, grandfather and great grandfather. He has spent 19 years as a Board member of SABAS.
- Lorne Warnes - (Treasurer) - Lorne is a Chartered Accountant and is a Bachelor of Commerce graduate from the University of Saskatchewan. He presently acts as the Executive Manager of Finance and Administration for the Saskatchewan Crop Insurance Corporation. He was a long time Board member and Treasurer for the Sol Cohen Centre, a community based organization committed to helping alcoholic and addicted individuals, prior to it being absorbed by the government in 1999. Lorne is or has been a Board member of many organizations such as the Regina Family Service Bureau, Melville Chamber of Commerce, Saskatchewan Association of Rehabilitation Centers, Regina Rams and the Melville Parks Board amongst others. He is married and is a father and grandfather. Lorne has 21 years of continuous sobriety and has been on the Board of Directors of SABAS for 8 years. He presently acts as the Treasurer.
- Jack Greening - Anglin Lake - Jack is a 40 year plus retired driver educator and is an owner of Land of the Loon Resort at Anglin Lake. He is the co-author of the Saskatchewan Driver Education Textbook and was instrumental in founding the “Driver While Impaired” (DWI) program where he worked as a teacher and Provincial Coordinator. Jack has been actively involved in the alcohol and drug addiction community as a volunteer for years. He has served on the Board of Directors of the Prince Albert Council on Alcohol and Drug Abuse and the Saskatchewan Advisory Council on Alcohol and Drug Abuse. He is an Angus Campbell Award winner for Excellence in the field of addiction. He was nominated for the Canadian Center on Substance Abuse Medallion of Distinction award. Jack has served his community in numerous organizations including the Citizens’ Advisory Council on Anniversaries, Prince Albert Cancer Surmount Association, Prince Albert and District Ostomy Association and the Saskatchewan Water Corporation. He is an honorary lifetime member of the Saskatchewan Service Corps and is a holder of the Saskatchewan Volunteer Medal (SVM). Jack is married and is a father and grandfather. He has been a Director on the Board of SABAS for 18 years.
- Barb Robinson (Secretary) - Prince Albert- has been the Program Head for the Chemical Dependency Worker Diploma program at SIAST, Woodland Campus since 1986 where she co-developed and authored the first competency based addiction training program in the world. She has a Bachelor of Education degree from the University of Saskatchewan, a Masters degree in Metaphysical Science, Van Nuys, CA and has addiction training from the University of New Mexico and the Betty Ford Centre. Barb is an International Certified Alcohol and Drug Abuse Counselor and Evaluator (ICADC) and is certified in numerous areas in the addiction field as a facilitator and life skills coach . She has had hundreds of hours in training in addictions across North America. Barb is the National President of CACCF (Canadian Addiction Counselors Certification Federation) the body that certifies all addictions workers in Canada. She continues to be actively involved with the federation creating legislation for addictions workers both federally and provincially. She is the Chairperson for the North East Council on Alcohol and Drug Abuse (NECADA), Chairperson for the Community Development Society of Saskatchewan, Board member Impaired Driver Treatment Centre and is a member of the National Native Mental Health Association and the Canadian Holistic Nurses Association. Barb has been the recipient of the Angus Campbell Award for Excellence in Addictions, Saskatchewan Volunteer Medal and SIAST Employee Excellence Award for the high standard of curriculum development and industry liaison. She farms with her husband near Prince Albert and has a private practice called Golden Wheel Recovery Centre. She continues to spend time on her home reserve of James Smith and is involved as a facilitator with the Clear Water River First Nation Treatment Centre. Barb has 32 years continuous sobriety and has been actively involved as a Director and Past President of SABAS for 21 years. She has been the Secretary for the past 10 years.
- Gordon West (Past President) - Langbank - is a Journeyman Mechanic and long time business person in South East Saskatchewan. He has lived his whole life in Langbank where he has served his community in numerous community organizations as an athlete, coach, volunteer and Board member. Gordon was Chairperson for the community based organization Moose Mountain Drug and Alcohol Centre for 15 years until it was dismantled in 1999 by the government. He has been involved in the alcoholism field as a volunteer with several other organizations for close to thirty years. Gordon is married and is a father and grandfather. His hobbies are hunting and fishing. He has 30 years of continuous sobriety and has been a member of the Board of Directors of SABAS for 18 years and is the Past President.
- Rand Teed - Craven - is a former 30 year high school teacher in Regina. He has a Bachelor of Arts and Bachelor of Education degrees from the University of Saskatchewan. During his teaching tenure he developed and delivered a variety of programming for students with substance abuse issues. He presently heads up and coordinates the Drug Class Program in Regina high schools and is the coordinator of the Regina and Area Drug Strategy Youth Speakers Bureau as well as being a regular participant on SCN’s Straight Talk Series on drug and alcohol issues. In the latter capacity Rand was a writer and developer for the Drug Class TV series produced by Cooper Rock Pictures which will be aired on SCN in February 2008. Rand is a former counselor at the Regina Detox Centre and continues to be active as an instructor/coordinator for SGI’s Driving Without Impairment Program. He is a member of SACDW (Saskatchewan Association of Chemical Dependency Workers) and CACCF (Canadian Addiction Counsellors Certification Federation). Rand is married and is a father and grandfather. He has 35 years of continuous sobriety and has been on the Board of SABAS for two years with the responsibility for communications.
- Chuck McCann - Rostern - is the Manager of Addiction Services for Prince Albert Parkland Health Authority. He is a graduate of the SIAST Chemical Dependency Diploma Program and has certificates in Reality Therapy and Coexisting Disorders. He is an accredited counselor and Board member of SACDW (Saskatchewan Association of Chemical Dependency Workers) and sits on the advisory Boards of the SIAST Chemical Dependency Diploma Program and the Medicine Hat College Addictions Counselor Program. Chuck sits on numerous committees and Boards in the Health region including the Saskatchewan Impaired Driver Treatment Centre. He is married and is a father and grandfather. His hobbies are fishing and hunting. Chuck has 27 years of continuous sobriety and has been a member of the Board of Directors of SABAS for three years.
- Brenda Hackl - is an Instructional Designer at the University of Regina. She is a trained Physical Therapist (U of Saskatchewan), holds a Bachelor's Degree in Vocational/Technical Education, and a Master's Degree is Adult Education from the University of Regina. Brenda began her career working with people with disabilities as a physical therapist, has spent 10 years working in Employment and Education Equity, has designed and developed distance and adult education programs for 30 years, and, most recently, has added teaching university credit courses to her career path. Brenda was a founding board member of Sasakatchewan Status of Women Committee, is a past Coordinator of the DWI (Driving Without Impairment) program in Swift Current, and a former member of the Board of Directors of the Eureka Fellowship Society in Regina. Currently, Brenda supports Aboriginal healing practices and attends Sweat Lodge ceremonies whenever she can. She has 29 years of continuous sobriety and is the proud mother of an adult son. Brenda is the newest member to the Board of SABAS and to the Board of Regina Recovery Homes.
